A lot of this does depend on how people moving in acts. I try to tell everyone it's extremely important to research the cost of apartments and everything else, because once you start overpaying, landlords will raise prices, and that pushes everyone out (of course, Panama is a unique spot for this, especially Panama City). It's possible to do the move ethically...the problem is not enough people do, they throw money around because it's "cheaper," and it pushes locals out.
