From what I found, there's a number of independent mines in the country that can't be touched by outside companies, so it's kind of like asking for an investment so they can expand their gold mining practices. Kind of like a way to boost the infrastructure so they can better extract. At least that's what I've gathered from it. I haven't been able to find too much from the Sierra Leone government that isn't PR speech.
