I've read a number of articles talking about NZ trying to boost tourism dollars due to a declining economy. I can't speak on the economy of the country, but the programs I've seen seem like ill advised cash grabs (as you suggest). There's no real benefit that I can see from the DNV, and the golden visa only help multi-million dollar business owners who likely don't need a golden visa, so I'm not really sure how either will help. As you suggest, it's an expensive country, plus it's not easy to reach, so unless either visa program is made more attractive I can't picture either helping at all.
Unfortunately, exporting the best food isn't a unique issue. Most of the countries in South America (where I have been living) ship out their best products. They make more money shipping coffee or wine (for example) elsewhere, so it's more challenging for locals.
it really feels like there will be some kind of reckoning with worldwide rent. Everyone is getting priced out. Not sure how much longer that can continue.
