Not totally sure what is meant by this. Plus, like 95% of the world was colonized at one point or another. Latin America was colonized by Spain, which was colonized by the Romans (among others), which was colonized by the Greeks. Sure, some countries are under the weight of other economic powers, but many others have nobody else to blame but their own governments (Argentina could be the US of South America but its founders were shortsighted dumb-dumbs).
