Oh, Venezuela is high on the State department's threat list. You can't even go without first getting permission from the Venezuela embassy (and there's no US embassy in the country). I wouldn't let any of that affect a trip to Colombia. Most of that is probably geared toward the border with Venezuela. Plus, the State Department's threat list can be a bit...wonky. I mean Antartica has a level 2. I went to Colombia relatively recently. Wonderful place. As long as you exercise basic common sense you'd be fine.
