Peru has the best food in all of South America (depending on what you like it competes or is better than Mexico...in my humble opinion), but Mexico is probably much cheaper. Peru was affordable, but I wouldn't put it as extremely cheap. Argentina, currently, is one of if not the cheapest country on the continent. Brazilians come here because it's cheap, if that says anything.
