Right. I think it really comes down to the EU's decision on Kosovo. Many in the country still consider it part of their nation...but the EU would likely force Serbia to recognize it as an independent nation. Pretty big sticking point when a large portion in the country feels it was illegally taken away from them.

Really it is taking a flyer on the possibility of being eventually included into the EU. Thankfully, in terms of investments, it's not much.
