This really doesn't change anything I said. You can qualify if you were born there. How you go about applying is an entirely different article. Spain also allows you to have dual citizenship, so you can be from Puerto Rico and maintain US citizenship.

I very specifically state you can't just live in Puerto Rico to qualify.
