Yeah, this is pretty spot on assessment.

Now, many industrial nations do offer some kind of long-term residency/citizenship by investment option, but those countries require very large investments (million+). The US has one, but I doubt it's taken advantage of often. Anyone with millions of dollars sitting around probably wouldn't want to sign up to pay US taxes forever.
